David Bailey OBE - Chairman
David was appointed Chairman of Atlas-GOSS in January 2006 and is responsible for all aspects of Corporate Governance. He brings over 40 years experience of major projects delivery, capital projects, investment planning, efficiency & culture change programmes, procurement and logistics management.
He is currently a Non-Executive Director Network Rail Limited (since 2002) and previously at the Strategic Rail Authority was Programme Director, for the £2.5 billion project in the Southern Region to undertake 2,000 vehicle replacements, new depots, platform extensions and the Power Supply upgrade.

He is a Member of the Chartered Institute of Purchasing & Supply (since 1963) and was awarded an OBE in 1997 for Services to Public Transport.
Stephen Bailey — Non-Executive Director
Stephen founded Atlas-GOSS in September 2005 and has overall accountability for all aspects of business performance, with particular emphasis on all strategic initiatives, marketing and business development. With over 16 years experience in outsourcing and support services, having held positions at EDS, Atos Origin, Amey plc and OAO Technology Solutions Inc.
During his time as Vice President – EMEA at OAOT Stephen led all European business and, was instrumental in the adoption globally of the "Outsourcers Outsourcer" go to market model, generating circa US$50m of TCV from the two primary client accounts in Europe. He conceived and mobilised the global campaign to help one of the big brand OSPs achieve “operational maturity in outsourcing services” resulting in US$15m of new business in Operations Bridge Services.
Previously at Amey plc, he led the £150m per annum QinetiQ & Dstl relationships and was responsible for the programme of renegotiation that yielded a 3-year contract extension for the vast majority of the outsourced support services.
At Sema Group, he was the global authority for the SemaVoyager product suite, overseeing its successful launch and first sales in the UK & USA. At EDS, he held a variety of positions in opportunity development and pursuit management.
Stephen holds a Degree in Business Studies, a Diploma in Marketing and has been a Member of the Chartered Institute of Marketing since 1998.
Paul Henry — General Manager
Paul joined Atlas-GOSS in February 2006 and is responsible for all relationship development and management. Paul has over 25 years experience in IT Services and outsourcing having held senior leadership positions at Unisys, Perot, Capgemini, EDS, Atos Origin and a variety of niche technology services providers.
Whilst at Atos Origin, he led the PCL consortium, successfully outsourcing the revenue collection activities of two major transport operators with contracted revenue of more than $550 million.
At EDS, as Head of UK Travel & Transportation Paul oversaw the closure of contracts valued at more than US$4.4 billion. For Capgemini, as divisional director, Paul pioneered development of the company's Asia business. As one of the founding executives at Perot Europe, he was part of the team that sold the two largest European outsourcing projects of that time period.
Paul holds a Degree in Economics & Politics from the University of Newcastle.
Diane Marsh — Head of Human Resources & Administration
Diane was appointed in January 2006 and is responsible for all strategic HR initiatives, all aspects of operational HR and business administration. She brings over 15 years experience of HR projects delivery, reward management (Hay trained evaluator), efficiency & culture change programmes, policy management & redevelopment and employee / industrial relations.
As a freelance consultant in HRM, Diane has a broad range of assignment experience undertaken over the last 5 years, including: a 12 month project for Trans4m to introduce a new pay & grading structure for circa 500 FTE’s; a 9 month assignment to conduct role evaluations and market rate analysis for circa 350 FTE’s and; as an interim European Head of Human Resources, responsibility for all aspects of HRM, primarily focusing on applying Employment Law knowledge and expertise in the pursuit stage of major outsourcing transactions.
At Metronet, she was the Reward & Policy Manager, covering 2,600 employees.
At London Underground Limited, Diane: led all HR aspects of the Infrastructure PPP’s, including the TUPE transfer of in excess of 5,000 public sector employees to Metronet and Tubelines and; was the HR lead for the TUPE elements of the £1.6 billion PRESTIGE project awarded to the EDS led TranSys consortium.
Diane is a fellow of the Chartered Institute of Personnel & Development.
Brian Maynard – Head of Finance & Accounting
Brian was appointed in April 2006 and is responsible for all aspects of Finance & Accounting. He brings over 25 years experience Former Financial Controller, Smith and Williamson Limited, 9 years in Senior contract roles mainly Statutory and Regulatory reporting in Financial Services - HSBC, Standard Chartered, JP Morgan and Aviva. Earlier Deputy Director, Finance - Chelsea & Westminster Hospital, Financial Controller for BBC Worldwide. 24 years as a Chartered Accountant.
